Regarding freight, the report states: “There is a growing recognition of the important role that freight plays in both sustaining the economic life of Greater Manchester and in decongesting the road network so that the capacity can be used for other, more valuable activity. Sufficient capacity needs to be provided on the rail network to both accommodate existing levels of freight and to accommodate future growth, both at existing terminals and those which may come about as a result of associated industrial developments.”
