Potential reductions in congestion on the strategic road network from alternatives to HGV use
08/06/2015Campaign for Better Transport SearchResearchItemsThis research analyses whether the use of alternatives to road freight (such as rail freight) would noticeably reduce congestion. Unsurprisingly, the transfer of freight from road to rail and water would have a significant impact in terms of reduced environmental and congestion costs. HGV traffic overall could fall by 21%, all vehicle traffic by 5-6% and, in most congested places, congestion could fall by 15-25%. Recommendations are made to move this research forward, including: the need for a greater understanding of LGV traffic; a better understanding of how HGV traffic on different sections of the road network would be affected by charging systems; and the reasons behind the non-recovery of coastal shipping after the recession and continuing fall need to be identified.

The Impact of Services (diesel train kilometres replaced per electrified kilometres) took 30%, and rolling stock capacity and quality accounted for the remaining 20%. The maximum score was normalised to be 100, and the lines were then ranked and placed into three tiers - those scoring over 60 are in Tier 1, 40-60 is Tier 2, below 40 is Tier 3. One aspect to bear in mind when examining this ranking is that the Task Force’s remit was to use only the current timetable, and also only to consider intra-North services, for example not those that serve, or could serve, London. The top-scoring line was the Calder Valley with 84 points: the lowest, with a score of 7, went to the Skipton-Morecambe line. The Task Force’s recommendation to the Transport Secretary is that the 12 Tier 1 lines, amounting to 1,450 single track kilometress (900 single track miles or roughly 450 route miles) should be wired in CP6, that is before March 2024.

Franchised passenger journeys reached a record 429.8 million in 2014-15 Q3 – an increase of 6.7% on the same period last year. Revenue from season ticket fares in 2014-15 Q3 was the highest in any Q3 since records began.
