  • HS2 – Towards a zero carbon future

    Building HS2 is the only way to provide the rail capacity needed to achieve significant modal shift from road and air, and to reduce carbon emissions. That is the conclusion drawn by Ralph Smyth, the author of a new independent report on HS2’s carbon impact. Commissioned by HSRIL, the report says that “failing to deliver HS2 and maximise its carbon benefits could jeopardise achieving climate-friendly transport for another generation”. It also points out that HS2 is already outperforming its carbon targets, and that outperformance on initial forecasts in the construction phase could be as great as 30%. Smyth led the Campaign to Protect Rural England’s engagement on the new railway, and was the only person permitted to petition against HS2 legislation regarding its climate change impact.

    Cancelling HS2 would result in the loss of 9,000 jobs on the project and severely damage the industry’s ability to realise the vision of the Rail Sector Deal, according to this report from HSRIL. Produced as part of the group’s submission to the Comprehensive Spending Review, the report also warns that axing the £56 billion railway would result in significantly less modal shift of road freight to rail, and increased pressure on the M1, M6 and M40 motorways. Lower productivity and higher carbon emissions would also follow, in addition to loss of confidence of investors in the UK - particularly engineering businesses.

    “HS2 is the biggest investment in the UK’s skills base in generations,” this report claims. It says that after the award of £6.6bn in civil engineering contracts, the project will initially create some 16,000 jobs. With more than 15,000km (9,000 miles) of high-speed rail planned around the world, the paper suggests that “£1 trillion worth of potential export is available to ‘Brand Britain’ through high speed rail.”

  • HSRIL Response to the Industrial Strategy Green Paper

    This “new, open, UK-based grouping of major businesses that have a capability in high-speed rail” recommends creating what it terms ‘HS2 International’ to offer “a whole exportable package to potential customers.” It also argues that UK suppliers must continue to contribute to developing European and international standards post-Brexit, and that the government’s industrial strategy “should commit to HS2 being only the start of the delivery of a wider high speed rail network”.
