Research commissioned by Freight on Rail "found that HGVs receive a subsidy of £6.5 billion each year and pay less than one-third of their costs associated with their activities in terms of road congestion, road collisions, road damage and environmental pollution,” writes FoR manager Philippa Edmunds.
