Jim Steer (Steer Davies Gleave director) argues for a new grant regime that would reflect the environmental benefits of moving freight by rail, which he says has wider benefits worth £1.6 billion per year. Steer says this grant regime could be a big scale-up of the existing “mode shift revenue support”, which is currently available for rail freight and water transport. With regards to paying for this, Steer argues that cash savings to sector would make it worthwhile.
