PT’s ‘Whitehall insider’ says: “From what I hear, everybody is finding it rather difficult to work out how private sector funding can be attracted. If this isn’t clarified soon I can see the ambition here being badly disappointed. Yet I bumped into a railway consultant the other day who told me that there were plenty of private sector funds out there ready and willing to invest.”
