EXACTLY three months ago, I wrote on this page - perhaps optimistically - of an anticipated farewell to micro-management (RAIL 977).
I formed this view following a speech by Secretary of State for Transport Mark Harper, in which he talked enthusiastically about how Great British Railways would be green-lighted to give life to the Williams-Shapps Plan for Rail, which was unveiled back in May 2021.
Giving back to TOC Managing Directors the power to manage their businesses was one explicit promise that landed well with many people. There was also a general theme about bringing back greater commerciality to the industry, which many interpreted as meaning (among other things) the reunification of revenue and cost management.
